Kap Numérik vs FEDER: which grant for your project in Reunion Island

23 octobre 2026

Many Reunion-based business owners think they have to "choose" between the Kap Numérik grant and FEDER funds. In practice, it is not quite the right question. FEDER is the European fund that finances the Kap Numérik; the two are not opposed, they are stacked. But there are indeed other, more structural FEDER instruments, and the choice depends on the project's size and nature.

This article clarifies the difference, helps you scope your file, and shows when Kap Numérik is enough, when to aim for a broader FEDER scheme, and how to avoid wasting time with the wrong instrument.

What exactly is FEDER

FEDER, the European Regional Development Fund, is one of the EU's main structural funds. In French overseas territories, and particularly in Reunion Island, it finances a large share of regional public policies: infrastructure, green transition, innovation, and digital transformation of businesses.

The current programming period runs 2021-2027. For Reunion Island, the envelope is split across several priorities, including a "smarter economy" line that supports the digitalisation of small and medium businesses. The Kap Numérik is one of the operational windows under that priority.

In other words: when you receive a Kap Numérik reimbursement, it is FEDER money transiting through the Région Réunion authority. The two mandatory mentions, European Union logo and Région Réunion logo, are not decorative; they reflect this stacking.

Kap Numérik: what the window covers

The Kap Numérik is designed for small-scale digital projects run by Reunion-based SMEs. The parameters:

  • Useful spending cap: 4 000 € HT for a micro-business; above that, the grant is locked at 3 200 €.
  • Useful spending cap: 4 000 € HT also for an SME of 10-19 employees, with a 50 % rate and a 2 000 € cap.
  • Spending nature: website, e-commerce, SEO/SEA, online business software, digital communications, cybersecurity, attached training.
  • Procedure: Region's online portal, simple file, review in a few weeks.

It is deliberately a "fast and accessible" instrument, designed so paperwork does not strangle the economic benefit. We cover all of this in our complete Kap Numérik 2026 guide.

Above Kap Numérik: direct FEDER instruments

When the project exceeds the Kap Numérik caps, two cases emerge:

  • A more ambitious digital project: for instance, a full redesign with the development of a bespoke internal tool, with a budget of 10 000 to 50 000 € HT. In that case, a FEDER call for projects on "Innovation" or "Competitiveness" may be a better fit. Rates come down (often 40 to 60 %), but spending caps rise, sometimes up to tens of thousands of euros of grant.
  • A mixed project: digital + hardware, digital + hiring, digital + premises. Here, Kap Numérik only covers part of it, and it must be combined with other regional windows (employment grants, productive investment grants).

In these heavier cases, the file becomes more complex: business plan, financing plan, sometimes a committee presentation. The review process typically takes 3 to 6 months, versus 3 to 8 weeks for a Kap Numérik.

How to choose between the two

Simple criteria to orient yourself without getting lost:

  • If your vendor quote is under 4 000 € HT: Kap Numérik, no hesitation. You get 80 % up to the cap, the file is simple, review is fast.
  • If your quote is between 4 000 € and 10 000 € HT: Kap Numérik remains relevant, because you still get 3 200 € without heavy paperwork. The FEDER "competitiveness" alternative exists but its effort/payoff ratio is rarely better at that scale.
  • If your quote is above 10 000 € HT: looking at a direct FEDER instrument becomes interesting, especially if the project is strategic (new channel, new market, structuring internal tool).
  • If your project mixes digital and other categories: think about combining, but watch out for non-cumulation rules on the same spending items.

A practical rule: never artificially inflate a quote to "capture" a bigger scheme. A FEDER file submitted with an overstated quote will be spotted at invoice time and may lead to a rejection, or even a clawback of the grant.

Common mistakes in the arbitration

Several business owners make the wrong call at this stage, often for the same reasons:

  • Postponing the project to aim for a "bigger" scheme: six months of waiting for a hypothetical competitiveness FEDER often cost more in commercial opportunity than the extra 2 000 € targeted.
  • Artificially splitting a project to fit the Kap Numérik cap: this is usually a bad trade, because it hurts the consistency of the deliverable and may trigger a rejection for "slicing".
  • Ignoring sector-specific grants: tourism, agriculture, industry: each sector may have its own regional FEDER instruments, sometimes more generous than a horizontal one.

When in doubt, a meeting with a Region case officer, or a vendor familiar with the scheme, usually clears things up in 30 minutes.

Mistakes to avoid in the file itself

Once the arbitration is settled, the Kap Numérik file still needs to be prepared cleanly. The most common rejection reasons, chronology, scope, FEDER mentions, are detailed in our dedicated article: Mistakes to avoid in your Kap Numérik application.

What we recommend at NeoTide

For the vast majority of web or mobile projects run by Reunion-based micro-businesses, we recommend going through the Kap Numérik. Three reasons:

  • A very favourable effort/payoff ratio: 3 200 € reclaimed for a file that takes a few hours to prepare is rare among public grants.
  • A short lead time compatible with business calendars: where a competitiveness FEDER can tie you up for six months, a Kap Numérik wraps up in three.
  • A stable procedure: the scheme has been renewed every year, with few rule changes since 2022.

For more ambitious projects, we steer towards a stacked financing: Kap Numérik for phase one (proof of concept, MVP, showcase site), then a broader FEDER instrument for industrialisation. This is more realistic than trying to cram everything into a single file.
